About this tool.
URLs can only contain a limited set of characters. Spaces, ampersands, accents and symbols must be percent-encoded, for example a space becomes %20, or the receiving server may misread your link.
Use Encode component for a single value such as a query parameter, since it also escapes characters like &, = and /. Use Encode full URL to keep the structure of a complete address intact. Decode reverses either one.

Component vs full URL?
Component encodes reserved characters like / and &. Full URL keeps them so the address still works.
Why does decode fail?
A stray % that is not followed by two hex digits is invalid.
